Trillions
on the Table
The government leaves a trail. Learn how to read it.
Awards. Contracts. Budgets. Board packets. Pricing. Incumbents. The evidence is scattered, but much of it is public. Trillions on the Table shows you how to find it, make sense of it, and use AI to work through it faster while keeping the judgment yours.

$2.7 trillion in government spending in 2025.
Federal, state and local governments spend at a scale few markets can match.

Government buying leaves a paper trail.
Government buying leaves records behind. Those records can tell you who won, what they were paid, what the agency cared about, and where your assumptions may be wrong.
Public records
Find contracts, award notices, budgets, meeting packets and other records that explain how an agency has bought before.
AI
Sort, compare and question large collections of records faster. Keep the judgment yours.
Competitive intelligence
Build a clearer picture of incumbents, pricing, requirements and the competition before you commit proposal time.
By the time the RFP appears, the paper trail may already be years old.
Start with the record. Then work forward.
Follow the paper trail before you bid.
Find the evidence
Track down prior contracts, award records, budgets, board materials, incumbent information and procurement history.
Ask for what isn't posted
Use federal FOIA and state or local public-record laws to request records that never made it onto an agency website.
Reconstruct the competition
Read prior awards for clues about incumbents, pricing, requirements, competitors and buying habits.
Use AI to work through the record
Compare documents, test assumptions and surface contradictions without handing over the final judgment.
Make better bid / no-bid calls
Put proposal time where the evidence supports the pursuit. Walk away earlier when it doesn't.
Build a repeatable process
Keep the research, questions and lessons from one pursuit so the next one starts further ahead.

An investigator's approach to government contracting.
Michael Noffsinger is a former criminal investigator and digital forensics examiner with a master's degree in applied economics. He now works in AI and government contracting.
He spent more than 9 years investigating criminal cases. The work always came down to the same discipline: find the evidence, test the story, check the assumptions, make the call. He later spent approximately 6 years working in public procurement and contracting across San José State University, the City of Santa Clara, and the private sector.
Trillions on the Table applies that same investigative habit to public-sector buying.
